Talks about unfinished ongoing action in the past and normally we also mention finished action that interrupted it.

Form: subject+ was/were + verb(-ing)

Use 'was' with  I/he/she/it 
Use 'were' with you/we/they 

** Finished action that interrupted the past continuous action is in the past simple.

Example-
-The power went out while my mother was cooking.
- It was raining when Neha left for the work.
